There is a particular kind of frustration in a delay you did not cause and cannot fix. It is the story of much of the UK fibre build right now, and it was on display again this summer.
In July, a new set of Building Safety Regulator processes came into effect, intended to speed fibre deployment into larger buildings by granting time-limited exemptions for routine work such as drilling holes and placing equipment. The aim was sensible: get connectivity into multi-dwelling units faster and with less friction. By late August, according to industry reporting, the effect was the opposite. New consent and assurance requirements introduced alongside the exemptions meant some Openreach installations due within days were pushed back by weeks. Openreach was clear that it expects the disruption to be short-term and transitional, a matter of bedding in updated processes rather than a change to safety itself. That is almost certainly right. But it does not change the experience on the ground, which is a job that was ready to go, held up by something entirely outside the installer’s control.
If that feels familiar, it is because it is the norm, not the exception.
Most of what slows a fibre build is not yours to fix
Spend any time close to a fibre programme and a pattern emerges. The thing that holds up the work is rarely the work itself. It is the permission to do the work.
Safety consents and building control sign-off. Wayleaves that sit unsigned on a landlord’s desk. Planning conditions. Street-works permits and the noticing periods that come with them. Traffic management approvals. Weather that closes a dig or grounds a team working at height. Labour that is booked three weeks out and then needed tomorrow. Each of these is real, each can move a completion date, and almost none of them are inside the gift of the team actually building the network. The MDU story is simply the most visible current example of a permanent truth: a fibre build is a chain of dependencies, and most of the links belong to someone else.
This is not a complaint, and it is not an argument that the rules are wrong. Building safety matters, wayleaves protect property owners, street-works rules keep roads usable. The point is more practical. If you accept that a large share of delay is external and will always be external, the question that matters changes. It stops being “how do we remove every delay”, which is impossible, and becomes “how do we stop the delays we cannot control from being made worse by the ones we can”.
The delay you can actually control
There is one dependency in that chain that does sit inside your hands, or inside the hands of the people you buy from: hardware and logistics. Whether the clamps, the closures, the cable, the ducting, the protection tiles and the hundred smaller components are on the shelf when the job finally gets its green light, or three weeks out on a lead time of their own.
This is where an external delay either gets absorbed or gets compounded. Picture the MDU job that has just cleared its consent hold after a fortnight. The team is ready, the access is booked, the window is real. If the materials are in stock and can be with the site the next morning, the external delay cost two weeks and nothing more. If the materials are themselves on back order, the two-week regulatory delay becomes a five-week delay, and the second three weeks are self-inflicted. Same regulator, same rules, completely different outcome, and the only variable that changed was supply.
That is the quiet multiplier in fibre build lead times. A supply slip rarely lands on an otherwise clear schedule. It lands on top of an existing external delay, at the exact moment the team has finally been let loose, and it turns one setback into two. The cost is not only the extra weeks. It is the crew stood down, the access slot lost and rebooked, the completion date that slips past a contractual milestone, and the customer who was told a date that has now moved twice.
Absorbing the delay instead of adding to it
If the goal is a build that absorbs external delay rather than compounding it, the supply side has to be built for exactly that. A few things make the difference.
Stock depth is the first. Consents and permits do not arrive on a predictable cadence, so materials cannot either. A job that clears its hold on a Tuesday needs its hardware on Wednesday, not on a lead time that assumes an orderly forecast nobody in this market actually has. Holding real UK stock across the fast-moving lines is what lets a build move the moment it is allowed to.
Lead-time certainty is the second, and it matters as much as raw speed. A reliable two-day line you can plan around beats a sometimes-next-day, sometimes-three-weeks line every time, because the planning is what protects the schedule. Knowing exactly when materials will land lets a programme sequence around the delays it cannot see coming.
Category advice is the third, and it is the one most easily overlooked. A lot of avoidable delay comes from the wrong part being specified or ordered, discovered only when it reaches site. Getting the fitting matched to the cable, the tile rated to the voltage, the closure sized to the joint, before the order is placed, removes a whole class of delay that never needed to happen.
And delivery coordination ties it together: getting the right materials to the right site in the right sequence, so that when the external hold lifts, nothing on the supply side is the reason the team is still standing around.
None of this touches the regulator, the wayleave, or the weather. That is the point. You cannot make the Building Safety Regulator move faster, and you should not want safety processes rushed. What you can do is make sure that when the permission finally comes, your own supply chain is not the thing standing between a cleared job and a completed one.
The bottleneck worth fixing

The MDU delays are that argument made concrete. When so much of a fibre programme’s timeline is set by consents, permits and rules that no builder controls, the resilience of the supply chain stops being a procurement detail and becomes one of the few levers left that actually moves completion dates.
The delays in the headlines this summer will pass, as Openreach says, once the new processes settle. Others will take their place, because there is always another consent, another permit, another season of weather. The programmes that stay on track through all of it will not be the ones that somehow escaped external delay. They will be the ones that made sure external delay was the only kind they ever had to absorb.
